Access group dropdown doesn't show all available groups.

Maybe I don't know how this is supposed to work, but I don't think the access group list is properly loading/populating inside of the agent settings:

@wrathagom Can't reproduce this issue, all policies are showing when I load the page. Are there any other steps done before you see this error?
