Add Support for 2.13 inch V3 - HAT

Hi @samsonmking,

Thank you for this library. I kindly request you to add support for version3 of HAT - 2.13inch. Turns out V2 does not work with this hardware. Please let me know if I am misunderstanding anything here.

Hi @abhayakulkarni :wave: , The 2.13"V3 should be pretty easy to add support for. Would you be able to help me with testing? I'd publish some builds with the @next tag and ask you to install them. You'd then run through testing the different orientations and things like that (we can get more into the specifics if you're interested). I don't own a V3 version of the display, myself, so I just want to make sure we release something that's fully tested :slightly_smiling_face:
