Allowing Injected keys doesn't work for VK_PACKET characters

The feature 'Allow Injected Keys' currently only accepts keys present on the real keyboard layout in the language bar and is therefore not very useful for people using (e)PKL layouts or similar.

I think I have the same problem while using wincompose with a keyboard layout via Keyman. Considering Keyman is a widely used program, a fix to achieve compatibility with it is highly desirable.

On another note, kanata, another keymapping application also seems to suffer from this same issue.
