update to squid 3.5 (latest)

The required changes are switching to ubuntu:16.04 (aka ubuntu:xenial).

Technically this issue can be closed, right? it's currently using 3.5.27-2. But... Ubuntu 16.04 went end of life in April and the current version of squid is 4.15. It would be good to upgrade again.
