A little more testing and what I found... I was only serving this up with caddy externally. I setup caddy to serve it internally and it works as expected. Externally...
LOL. U R Correct. I copied the wrong line. It fails on webmin. I was thinking I should also update BIND as well as webmin. I will try Bind 9.16.4...
