Taking into account latitude to factor up IRS alignment time

Steps you've made to test the Pull Request: Downloaded via github desktop and merged with latest version of Salty manually by myself. Select Salty 747 in Aircraft Selection Spawn at ZBAA at gate 233 Turn BATTERY ON, EXT PWR ON and IRS switches to allign Overall Rating: Passed Conclusions of the testing: Allign time was 10 mins at ZBAA as expected and it took 10 mins to allign.
