Added settings for Bazarr to limit API calls

Added several settings for Bazarr to limit API calls - based solely on preliminary testing on my machine.

Would appreciate some fact checking; and/or solutions that don't involve disabling automatic synchronization. But considering there was no info in the docs I thought I'd make a start.

I don't think it's within the scope of the docs to provide app-specific performance tuning tips. Bazarr is not a Saltbox maintained app, so any documentation beyond how it connects with other Saltbox components should stay outsourced to its maintainers.

Good point - info might get outdated quickly... maybe just add a small note like "Bazarr CAN spam the API and the user thus needs to check official documentation on all options carefully." Just want to spare other ppl the wild goose chase of "what's spamming my API" - but maybe noone else has that issue and I was just being dumb :-)

I suppose there's some merit for something like this to be added as an unofficial guide, maybe in the FAQ area or something, and fully disclaimed from potential issues.
