Add CLI options for highstate formatter modes

Support the --state-output and --state-verbose options for the highstate formatter. These allow selecting a more compact output format for states without changes or errors or hiding them entirely.

Pepper is getting some renewed focus and love, and we're checking in to see if you'd like to update this against the latest version of the base branch and ensure that all merge conditions are met.
