[ssh-wg] Python 3 binary code logic additions

• [ ] Add logic into salt-ssh so it can use the python3 binary being built from https://github.com/saltstack/community/issues/47

• [ ] If the ARM architecture is detected we will include a warning to the user to download the binary. To make this download or upgrade of the binary easier, a switch/arg will be added to the salt-ssh cli tool that will handle this logic for both binaries.
