[ssh-wg] Python 3 binary build and automation

• [ ] Automate the build of python3 (with drone, jenkins or travisci) for salt-ssh

• [ ] Create a test plan. Tests need to run on any new builds of the python3 binary, testing all salt branches that use this binary.

This binary will need to be managed in a repo outside of salt so we can release outside of the salt release cycle.
