chore: bump deps to fix bug

As discovered in https://github.com/salesforce/lwc/issues/2078#issuecomment-2433071873, there are inadvertent dependencies included in @salesforce/[email protected] that cause issues for users of newly generated projects who want to use typescript-eslint. The error was fixed in a subsequent release. This PR bumps @salesforce/plugin-templates to consume the fix.
