Suggestion for policy sentry usage

I have a question and i need a suggestion on that please.

If i'm providing this policy-sentry tool as a product, in a way that the end users will see only the frontend and they need to pass either resource arn or resource name ( depending on the action type) as input parameters.

My question is what if the end users can't distinguished between resource based action, and non resource based action ? Do you have any suggestion on that?
