add missing ETFrameworkFault.xsd file in Maven resources

As this file is imported from etframework.wsdl, it should be bundled within JAR file.

+1 This is causing problems for apps that may not have whitelisted external connectivity.

@imurdock THIS was never included in the jar and this is causing issues. Any resolution for this ?
