The area code not always required when giving the phone

What I'm trying to achieve

When I try to Add new Address for a customer then I have to add area code, but If I am adding new customer I can add phone number without area code

Steps to reproduce the problem

  1. Go to the Dashboard.
  2. Go to the Customers
  3. Click on theCreate Customer
  4. Fill all fields and in the phone filed use a number without area code e.g 500300600 - screen no. 1
  5. Click on the Manage Address Information.
  6. Click on the Add Address.
  7. Fill all mandatory fields and in the phone field try to use number without area code - see screen no. 2
  8. Add area code - see screen no. 3

What I expected to happen

Unification of requirements for area code.
