Investigate transactions not showing in TaxJar

During the QA session of tax code matcher, it was reported that transactions that should be created when an order is created in TaxJar, do not display in the TaxJar dashboard.

I could not reproduce it: they are displayed in my TaxJar dashboard but after a delay. We tried everything with @yellowee but it didn't show for her. We must investigate it further
