SAK-46326 - Improve handling when content-review providers change

When switching content-review services, information regarding the originality of content submitted before content-review services were switched is unclear to end-users.

Implement the following:

1. Add the datereportreceived date to parentheses beside the score, such as: 76% (Jul 12, 2018) - myAmazingEssay.docx
2. Include a tooltip for this date to indicate "Report update on this date"
3. Surround the percentage and the date in a link to the originality report (same link as the icon; a second empty link already exists in the markup)
4. When an assignment has submitted content associated with an old content review provider:

• Previous content should direct the user to documentation indicating that the integration is not currently in use
• Add a message to the edit screen indicating that the existing papers will be submitted to the new content-review service upon saving

A TimeService implementation in CalendarService is causing the build to fail. I'm off on vacation next week, but I can address this the week of November 1st
