Do not set time if no gps fix

Openplotter sets time to 1980-1-1 if gps is connected but does not see any satellites yet. Do not set time if it is smaller than 2000-1-1 for example

"Set system time" Signal K plugin will be in charge of setting the system time on new OpenPlotter 1.x.x. It will have a better time management and not only from NMEA 0183.
