[Feature Request]Customize URLs for Tags and Category

I think a new feature could be added to allow users to customize the URLs for Tags and Category. This would be especially useful for CJK language users, as ASCII-encoded URLs are hard to recognize and not SEO-friendly.

In Hugo, this feature can be implemented by adding an _index.md file for the corresponding Tag/Category and setting the slug or url in the front matter. See https://gohugo.io/content-management/urls/#slug and my hugo-blog repo
