Fixes a -Wincompatible-pointer-types error on Windows, since uv_os_fd_t is not int but HANDLE.

It's only used by really old Chromebooks, and we provide a TWA for those anyway.

Note the use of jitsiLocalStorage since we also need to consider the case when local storage is performed in the host page when in an iframe.
