Optimize license listing

Is your feature request related to a problem? Please describe. Suboptimal use of horizontal space in the license view and "hard" to discover functionality:

• The plus button on the left is not very noticeable and, in fact, is redundant since clicking anywhere will expand the license row into more details.
• "Edit license..." only appears in the expanded view and at the bottom of it.
• "Download" is not very useful (I don't see how any actual user would use it), not clear (i.e. - what does it mean to "download a license"?), and it takes horizontal space for some reason - the license info is wrapped.
• The blue box talks about two separate issues.

Describe the solution you'd like

• Get rid of + and add instead a button with text like "Expand" or "More ...", placing it on the right in the current empty space if possible
• Under that button put "Edit ..." with the same functionality as the current "Edit license ..." (but no need for the license word since it does appear next to the license info)
• Remove "Download" which should help to recover some space on the right even if there are technical difficulties with using that space fully for the license info.
• Simplify the info text in the box - leave only the note about subscriptions.
