Proposed:

• display monthly cost also in the main view (not it the tooltip) - it makes a lot more sense for continuously running servers
• consistent "high precision" with 4 decimals, which really makes sense here, maybe even also in the main view since in many cases we are dealing with less than a dollar per hour
• emphasize the cost of disks if possible - would make it clear why there is a cost when everything is off
• put compute servers first
• maybe display upgrades separately if possible and not even mention them if there are no active ones to make it cleaner

So the tooltip could look like:

Compute servers: $0.1602/hour
Including disks: $0.0534/hour
[Project upgrades: $0.1234/hour if it is indeed non-zero]
Not including network transfers and licenses.
