smc_sagews: make it work with jupyter_client version 7

That "jupyter bridge" in smc_sagews only work with jupyter_client<7. The goal of this ticket is to make it work with version 7 or higher.

I made a small first step in branch sagews-jupyter_client_7 but that's far from enough.

well, this just gets more severe, since sage 9.6 installs 7.1
