broken readme file

In http://www.sagemath.org/download-source.html the README.txt link leads to a 404 page. The correct link might be https://git.sagemath.org/sage.git/tree/README.md Same for the changelog link (but versions prior to 7.4 works).

The changelog hasn't worked for a bit because @jdemeyer doesn't have access to the machine the changelog scripts were on, if I recall correctly ... ?

Good to know, I haven't been in the loop with that of course. Maybe those scripts could go up on GH in the sagemath organization somewhere as well.
