Add info about PPA being "stripped down"

See https://ask.sagemath.org/question/37561/where-is-the-source-code/ where someone was looking for source in the PPA. This should be an easy change.

It's not just stripped down. The PPA is ancient. The AIMS people have long ago (sage 7.5) given up on updating it... It's useless.

If I understand correctly, the AIMS team stopped producing the PPA because it is no longer needed now that SageMath is packaged for Debian.

The SageMath Linux download page should be updated to reflect that, with appropriate instructions on how to install from the Debian package (something like apt-get install sagemath probably?).

And maybe add a link to https://packages.ubuntu.com/search?keywords=sagemath

well, I have no idea about this, but at least I've removed the ppa link and instead point to debian sid. they have 8.1 here: https://packages.debian.org/sid/sagemath

I did not investigate further, but noticed it was in Ubuntu 17.04, but not any more in 17.10. I have no idea why. This is really annoying.
