nbconvert does not convert Cygwin paths to Windows paths when rending tex files to PDF

On Cygwin, if nbconvert finds a native Windows LaTeX distribution it should convert the paths to Windows paths. That, or we should just include a LaTeX distribution in the Windows install (will need to see how much that adds to the size).
