Close this repo and triage remaining issues

Since the infrastructure for building Sage Docker images has been merged into the main sage repository, this repo is no longer used and new issues regarding Docker images should be opened on trac.sagemath.org instead.

We should still go through the remaining open issues in this repository and see if any of them are still relevant to address.
