Update the view for the spending limits table to align with Account recovery

Environment

• Browser: Chrome
• Wallet: MetaMask
• Chain: Ethereum mainnet

Steps to reproduce

1. Add spending limits
2. check the table view Current result: It's different from the expected view for the tables ( check the recovery table ) discussion (notion )

Expected result

Make sure that spending limits table and recovery table have the same view
