Don't reorder Dashboard apps on bookmark

A small UI hitch in the Safe App list on the Dashboard:

  • when you bookmark an app, it's re-ordered automatically to the beginning

It resorts the whole list which is mildly irritating.

Adding to this, when unbookmarking an App, it regenerates all 'top' Apps. I think they should only regenerate on page load. What are your thoughts? (This recording was taken on https://github.com/safe-global/safe-react/pull/3970 but the logic is the same on prod.)

Yeah, it's even worse, it randomizes the rest of them.
