Safe Apps modal design needs tweaking

Description

1. The line separating gas estimation section is not getting from edge to edge on the first view.
2. If I go to review the actions I still see the submit buttons and gas estimation, even the separation line disappeared. This wasn't like this before, you just saw the details of the action

In new designs we dont have a separators at all, so maybe we should delete it?

The new SignOrExecuteForm in web-core makes this redundant.
