Add RPC Batch limit

Description

A new Chain field is needed to inform the UI about the maximum batch size for each chain. This field will represent the limit for the RPC call batching.

Requirements

  • Map Config Service's Chain field representing the maximum batch size (see https://github.com/safe-global/safe-config-service/issues/1200)
