Provide plugin version of timbre-mill tool

There was a nice tool developed some time ago - timbre-mill

Recently we've received rhapsodic review of the tool here: review

So, there is a good reason to implement some kind of plugin that does the same thing.

As an additional feature, it could be very useful to provide dynamic spectrum matching which can give advantage for broadcasting services that want to make different kinds of phonograms sound almost the same.
