Options: Possibility of adding Quick Paste commands unclear

In 3.25.96.00, the "Quick Paste Keyboard" tab of Options offers setting/customizing keyboard shortcuts for numerous commands.

However, the tab does not offer adding commands, so users will wonder whether it is possible to create commands there (as ticket #224 demonstrates), or―more likely―guess that it is not. But in fact, it is possible to (indirectly) create a command there, by creating a custom paste modifier, as the screenshots in the "configuration details" accordion in ticket #84 show.

I recommend to modify that tab to either:

1. refer to a help page which covers creation of paste modifiers (the closest existing one appears to be the Scripting wiki page, unfortunately just a draft)
2. link to On Paste Scripts (found via the General tab)
3. or add a paragraph explaining that adding a custom pasting script adds a "Paste Script: foo" command (although as of 3.25.96, closing and reopening Options seems required to see it).
