Copy Buffer - paste default clipboard instead of copy

After setting the key bindings for "Copy Buffer 1", when I try to copy text to Copy Buffer 1 it instead pastes from the default clipboard. I have tried setting different key bindings, all with the same result.

I am on a Windows Server 2022.

This bug does not occur for the portable version.
