Migrate to JAXB 3.0.x (4.0.x)

Migrate to JAXB 3.0.x when the ecosystem with all the plugins will be ready as well.

There is currently a work in progress branch https://github.com/sabomichal/immutable-xjc/tree/dependabot/maven/jaxb.version-4.0.0 for this It is working, but I do not find it stable yet, because not all plugins are working or have been migrated to jakarta namespace.
