Added contact page

Closes #161

Currently only works with Netlify Forms, but added the config section for working with future services.

Config specifies a service, which currently serves as a placeholder, and a success redirect where the contact page will go after submitting. The redirect page can just be set as '/' if the site owner wants the user to return to the home page, or they can create a custom page.

Did my best to match the visual style of the rest of the site, works in both light and dark mode by matching the color and outline of the project cards.
