[iPadOS] Apple Pencil double-tap support

Motivation

Supporting the double-tap gesture on the Apple Pencil 2 would make switching between tools much simpler and quicker. I suppose this isn't exclusive to the Pencil and iPadOS, but I'm unsure if Saber support secondary buttons on pen devices on other platforms.

Solution

Expose options in settings to allow switching between current and previous tool, or switch between current and preset tool, when double-tapping.

Additionally, adding an option to auto-switch back on stylus lift.
