Selecting and dragging bug

Describe the bug

When stuff is selected in a note, and dragged, the selected text doesn't move but the select ui element does.

To reproduce

1. write content
2. select the lasso tool
3. circle content
4. attempt to move content

Expected behavior

content moves when dragged

I realized this is a duplicate of a bug on a previous version, but reopened the issue due to a different version with the same bug

Solved by fix #1427 which is not approved yet.
