Hover information prevents from selecting tool

Describe the bug

The information that pops up when hovering on a tool prevents from selecting a tool the first time, to select a tool one has to wait a bit for the hover information to go.

To reproduce

1. Hover on a tool
2. Try to select the tool below
3. It does not select it since the hover information is on top of it

Expected behavior

A setting should be available to remove hover information.

This issue occurs on my Lenovo Tab P12 as well. Important to note: The Pen Hovering over a Tool triggers a "Tooltip". This Tip prevents the tool below to be selected. An option to disable these tips or adding a delay to them appearing should fix it. This did never happen to me when selecting a tool with my finger, only when selecting via pen.

I'm also experiencing this issue. Adding a delay to tooltips seems like a straightforward solution.

I noticed that this issue is worse when using a vertical Toolbar (left or right of screen) With a horizontal Toolbar its a non issue as long as frequent colour changes arnt necessary. Not really a fix, but considering this issues age, its probably the best for the time being

I'm closing the issue, v0.25.8 solved it for me. the hover info still appears but you can now select a tool through it
