Support for windows-arm64

Motivation

Currently, Saber cannot be installed on Windows devices using Arm64 processor architecture, and Flutter currently has the ability to compile windows-arm64 programs.

There are many such computers on the market today, including:

  • Surface Pro X: This is a 2-in-1 tablet PC that runs on Windows 11 and has a custom Microsoft SQ2 processor, which is based on the ARM architecture. It has a 13-inch PixelSense display, up to 16GB of RAM, and up to 512GB of SSD storage.
  • Samsung Galaxy Book S: This is a thin and light laptop that runs on Windows 11 and has a Qualcomm Snapdragon 8cx processor, which is also based on the ARM architecture. It has a 13.3-inch touchscreen display, 8GB of RAM, and 256GB of SSD storage.
  • Lenovo Flex 5G: This is a convertible laptop that runs on Windows 11 and has a Qualcomm Snapdragon 8cx 5G processor, which is the first ARM-based processor to support 5G connectivity. It has a 14-inch Full HD display, 8GB of RAM, and 256GB of SSD storage.

Flutter currently doesn't seem to have support for arm64 Windows and cross-compiling
