Support FBLOCK for REXX filetype specification in BREXX

Allow specification of filetype for a REXX macro in an IBM FBLOCK. Note that the in-core EXEC support is not yet available. Modify REXX.C to use the filetype specified in an FBLOCK, to read the EXEC

I am not aware of any place Bob stored his work.

Presumably this change would also set the default ADDRESS for the EXEC to the filetype in the FBLOCK. The canonical use for this in VM/SP was XEDIT's editor macros, which needed that.

I am working on this. It will require changes both to bREXX and to CMS (DMSEXC).
