Add Mike Ward's DISASM port to VMCE

This command disassembles binary programs back to source. Mike is modernizing it and extracting the source code for distribution on the Community Edition.

There's a DISASM MODULE on VMSHARE in NOTE DISASM, from way back in 1991, uploaded (but I don't think created) by Scott Mattes at I-NET Inc. for the Naval Sea Systems Command (SHARE code NMI). It works in VM/370 CE, and I'm turning the disassembled source into something readable, because I want to make some small changes. I'll post it here when I'm done.
