New CVar: `mp_team_flash`

Related to https://github.com/s1lentq/ReGameDLL_CS/issues/572

Instead of a "No Team Flash" idea, this command alters the Flashbang's performance. You can flash your teammates, flash yourself only or neither two cases. This also affects on mp_freeforall as the players on your team are now enemies.

Good, but just "max" the CVar to -1 in order to consider other negative values admins could put (like -5). -> Q_max((int)teamflash.value, -1)

Devs are a bit slow to accept PRs, I think they usually need to get "shaked" in order to make them hurry up, every user seems concerned, you are not the only one. Besides, if you "close your PR" like you did before for some once "this takes too much time to be merged", or when people do suggestions you do not like, do not expect it to be in the official release! Altering the duration & cie can be interesting, but his version can also skip flasher. So maybe two CVars could be added regarding this, in order to control the "damage" in the "RadiusFlash" function.
