Allow directories in the arguments to `shpec`

ie. so it can run just a subset of shpecs found in those directories.

FYI I spiked out a solution on the directory_arguments branch a while ago, but it's kinda gross and I haven't yet come back to it. If anyone can make that better, please feel free to create a new branch based on that one.
