SVG Dash icons not working in Windows XAMPP

Hi,

I am not exactly sure this is issue or a configuration issue, I have forked the repo and cloned in my local dev environment ( XAMPP / Windows ). SVG icons not displaying at all.

I noticed this too-only in IE though. We should look at the function and make sure it's putting in ie friendly code, or build in a png fallback

Should be fixed in #37, but I don't have an IE to test with — can someone confirm this is fixed now?
