RFI: How did you make the Packaging folder?

I'm new to Visual Studio. I made a fork of this that uses Ctrl-Shift-Alt for activation. I open in Visual Studio 2017. I build ok.

Now I'd like to update the Packaging folder. Is this folder automated or manual? Advice appreciated!
