Issue 1720 did not "get closed" but the person who experienced the problem found out that it was a local (i.e. their own) problem that went away after rebooting.
I must confess I can not follow the thoughts of your images. Maybe you should add explanations what the images show? Also it is usually better to not crop the window decorations but show the full window in an image, so that one can really see what your point is. Helpful would also be your kitty config.
I guess the problem is kitty or its config. Maybe you should try some other terminal first before searching the issue with Nerd Fonts.
