Issue in Camera.app (Swipe up gesture doesnt work)

Device: iPhone SE (1st gen) Firmware: iOS 13.3 Little11 version: 1.4.0

When I open the stock camera app, after a few seconds the home bar turns grey/translucent and I cant swipe up to exit, if I rotate the device or swipe from the bottom up to the half of the screen, it turns white again and I can do the gesture, happens with compatibility mode on and off, and I also tried enabling inset, happens anyways

Update: when I open the camera app from the lockscreen(swiping from right side or pressing the shortcut), the gesture always works, even when the home bar is grey/translucent
