Would it be possible to dynamically adjust the animation duration based on the scrolling speed?

I wonder if it would be possible to have an option that enables a dynamic adjustment of the animation duration based on the current scrolling speed.

Why? Because for me personally when I scroll fast, e.g. searching something in a huge list, I want short animation times, as longer ones are kinda annoying, hence disturbing every day usage. On the other hand when scrolling slowly, for example in Twitter, I would like to have longer animation durations, because they do not disturb, but rather look just awesome.

What do you think about that idea?
