Package install fails, causes 500 server error. Umbraco ver 7.5.4

This occurs when doing a web install or a manual install.

angular.min.js?cdv=585306074:106 POST http://localhost:7615/umbraco/backoffice/UmbracoApi/PackageInstall/InstallFiles 500 (Internal Server Error)

In the umbraco interface I get the following error

An error occured

Could not find file 'C:\*\Umbraco\Solution\Umbraco.Web\App_Data\5c8bd840-605c-4ccf-9f9e-016fc67354a8\epiphany.seo.metadata.css.css'.

Umbraco version 7.5.4.

Once this error occurs, umbraco thinks the package is installed, but it does't appear in the property editors.

I'm having the same issue after having to reload my computer and go to a backup of my project in visual studio. Whenever I try to reinstall this package, I get this error. Mind you I was able to install it before I reloaded my computer. If I find a solution, I will comment back here.
