Gateway API Readonly setting

My jts.ini file doesnt seem to contain the read only api setting. Rather this is in the d*** user directory of settings. How can I get this setting changed with a headless setup? I looked in the /root/Jts folder of my docker image and there is nothing in there related to xml settings, there is no d*** user settings directlory in there.

I have everything working but the trades are all stuck as "PendingSubmit" as I am stuck in read only mode.
